Might be more appropriate. I'd recommend having all the fire safety equipment required. I suspect since it is not actually a ground-based fire you could probably get away with not having a permit (one doesn't need a permit for grilling, for example), but I would also pay careful attention to the wildfire risk level. If they start banning bonfires due to high fire risk, then definitely seek a permit first; permitting helps them know *where* fire might be in advance.
